
Two pieces in, a pattern is emerging: India can write policy faster than its classrooms can absorb it. The AI and Computational Thinking curriculum lands this academic year, built on six years of NEP 2020 groundwork — but neither the policy nor the foundation beneath it answers the one question that will actually decide whether this works: who is going to teach it?

A sobering scale
The scale of that question is sobering. India has roughly 10 million school teachers, and a 2025 survey by the Digital Empowerment Foundation found that only 15% are currently AI-fluent. That leaves an estimated 8 to 8.5 million teachers who need structured training before they can meaningfully teach AI concepts to children — inside a single academic year. The government’s answer is NISHTHA, delivering grade-specific modules through video-based learning, with materials targeted for completion by December 2025. Whether video modules alone can close an 8-million-teacher gap is, at minimum, an open question.
Not the same starting line
The gap isn’t just about training capacity — it’s about where teachers start from. Nearly 70% of India’s enrolled students attend government schools, historically the most under-resourced in infrastructure and training. Department of School Education data for 2023-24 shows only 57.2% of Indian schools had computers and 53.9% had internet access; in states like Bihar and West Bengal, those figures drop below 25%. Most AI teacher-training programs currently available were designed with private, urban, device-rich classrooms in mind — leaving a rural government-school teacher facing a completely different starting line than her private-school counterpart, even though both are expected to deliver the same curriculum on the same timeline.
States that aren’t waiting
Some states aren’t waiting to find out how this plays out. Punjab has already become the first state to roll out an AI curriculum across its government schools. Odisha’s newly approved AI Policy 2025 sets a staged target: AI instruction in 35% of schools by 2029, rising to 90% by 2036 — a timeline that quietly acknowledges what the national mandate doesn’t say out loud: this will take over a decade to reach everywhere.
What this means for individual schools
For individual schools, that reality cuts both ways. Parents are increasingly comparing schools on technology integration and AI readiness — a school that waits for government training to arrive risks falling behind competitively, not just academically. Schools that invest early in teacher development, rather than waiting for NISHTHA modules to reach their staff, are likely to have a genuine head start.
The thread running through all three pieces in this series is the same: India’s education reforms move fastest on paper and slowest in practice. The AI mandate won’t be different — unless the people meant to deliver it get real support before the deadline, not after it.
